Key groups outline concerns with major rezoning proposal

Key community groups have revealed their submissions to Sunshine Coast Council on a range of proposed major planning scheme amendments which include an 80ha site in Bli Bli.

Council this week was unable to confirm how many submissions it had received on the Bli Bli proposal, despite speculation that more than 600 feedback items had been sent in by the public.

Twin Waters West and Surrounds Inc's submission on the proposed Bli Bli amendment, which would rezone about 80ha of land on Lefoes Road from rural to emerging community, outlined the group's concerns with the planned changes.

The group said that Treasury had already released a statement based on the SEQ Regional Plan that there was already 15 years' land supply available within the urban footprint and zoned.

The group questioned the timing of the amendments, given council was currently consulting on its Coastal Hazard Adaptation Strategy and a key Intergovernmental Panel for Climate Change report was due to be released documenting latest climate change projections.

The group outlined its thoughts that the report could significantly alter views on suitable planning and zoning for low-lying areas like the Bli Bli land earmarked for rezoning.

Issues with the land's suitability for housing and ability to be insured due to its location were also raised as was the timing as council contemplates the next iteration of its planning scheme.

The group also argued council had a duty of care to current and future residents and ratepayers and to approve the major planning scheme amendment on flood-prone greenfield land was not "fully acknowledging or disclosing the foreseeable risk that best available science has calculated and reported on".

Traffic impacts were also raised given the rapid growth experienced already in Bli Bli and its surrounds.

The Bli Bli bridge was raised as a significant concern, both its width and structural integrity, with the potential of major increases to traffic in the area if the rezoning took place.

The Organisation Sunshine Coast Association of Residents (OSCAR Inc) criticised the timing of the proposal's release for community comment late last year.

The group argued the amendments, proposed for Bli Bli, Yandina, Chevallum, Forest Glen and Landsborough, should be removed and included in any changes to and process of a new planning scheme.

OSCAR had several concerns about the proposed Bli Bli amendments and questioned whether the proposal had been released for consultation to avoid scrutiny under the Coastal Hazard Adaptation Strategy or new planning scheme process.

The group argued there was "nothing so important in this package that could not have been part of that (new planning scheme) process".

A council spokeswoman this week refused to confirm how many submissions had been received on the Bli Bli proposal.

The spokeswoman said all properly made submissions would be "considered in due course" and the total numbers would be included in a report to councillors, who would decide "whether to proceed with the proposed amendments (with or without changes)".

The Bli Bli rezoning was in response to the site's inclusion in the South East Queensland Regional Plan urban footprint and consultants previously said any future development would seek to offer opportunity to first and second home buyers and address the lack of housing options in the region.
