Don't punish the average Joe

IT IS obvious that officers of the Commonwealth Bank have been negligent in their reporting of suspicious transactions and heads should roll.

However, the suggested fines are not against the bank, which is the sum of the shareholders. Already shareholders are down $6 billion. Huge fines will damage every super fund in Australia. I think the average citizen does not feel complicit in the bank's bad behaviour and will resent this arbitrary punishment.
